The Use of Outcome Measures in Health Service Planning

The application of health indices for planning purposes depends on the availability of information about the costs and effectiveness of the activities to which the indices relate. DHSS is experimenting with broad grouping of activities based on medical specialty, but more detailed analysis of activities presents conceptual and practical difficulties.
